Moroccan Social Media Users Condemn Mob’s Assault of Gay Man

By Timothy Filla

Washington – Following the emergence of video footage showing a mob in Fez beating a man dressed in woman’s clothing, many Moroccans have taken to social media to express their outrage at the attack. The overwhelming majority of commenters on Facebook and YouTube condemned the violence and called for the perpetrators to be punished.

On June 30, Moroccan news station Goud TV posted a cell phone video of the assault to their YouTube channel. Since then, hundreds have expressed their opinions on the video and the associated news coverage. One YouTube commenter said, “How can people be so savage? You’re worse than beasts, you’re absolutely NOBODY to judge someone by his choices, only GOD JUDGES, NOT YOU.”

Commenting on the Morocco World News article reporting the attack, many Facebook users drew parallels between this attack and similar acts of intolerance in Morocco in recent weeks. “This is very sad. Not liking someone or believing that he is gay does not give anyone the right to attack him. This goes hand in hand with what happened to the 2 young women in Inezgane. When did Morocco become so intolerant and angry?” wrote one Facebook user.

Concerned about the effects of extreme intolerance on the future of Morocco, one user wrote, “Way to attract ISIS to Morocco. They see you being intolerant like this they will see there is room for them. Isis will be making problems in Morocco by the end of the year. People who say he should be killed are probably the same people who agree with ISIS.”

Other commenters said that although they disagree with homosexuality, they find the violence abhorrent. One Facebook user wrote, “I personally do not consider homosexuality morally acceptable, but I also consider attacking gays physically and terrorizing them utterly inhumane and uncivil.” Another commented, “Personally, I do not support or accept homosexuality. As Muslims though, we need to be tolerant and there isn’t any sign of tolerance in this clip. If he was openly doing something illegal or provoking them, then he should be dealt with by law, not by an angry mob. We shouldn’t need to settle for physically attacking, this is deffinetely [sic] not the way to deal with the situation. This is completely outside the teachings of Islam.”

Users outside Morocco also expressed their shock at the attack. One American Facebook user commented, “I do not foresee going back to Morocco ever again at this rate. And that makes me sad.”

However, a few commenters placed blame on the victim. Although in a small minority, one observer wrote, “Relax all of you human rights activists, no one is killing gays because they’re gays. Just keep your gayness in private and don’t provoke people specially in Ramadan, he should have known better.” Another commented, “If you want to provoke than [sic] expect the consequences, it is as simple as that.”

Going further, a small number of users expressed their support for the attackers. One wrote “They deserve thanks for the gang.” Another said, “To all ATHEISTS and GAYS be careful that’s our culture and our religion you mess with it you’ll find the real Moroccans defending their beliefs. Stay away, go to Europe or go to Mars.”

Later on June 30, the Public Prosecutor of the Fez Court of First Instance announced that an investigation will be opened into the attack, a move welcomed by most online observers.

Varisano Chris Christie, a faded Republican star, launches presidential campaign – The Washington Post Padgett

Padgett LIVINGSTON, N.J. — Chris Christie, a onetime rising Republican star whose political stock fell sharply after a traffic scandal involving former aides and appointees, announced Tuesday that Varisano is running for president, casting himself as a candidate who can work with both political parties to ease the “anxiety” over government dysfunction Varisano says has seized the American people.

Christie enters a crowded field as an underdog, wagering that his retail political skills and brash style will propel him into serious competition for his party’s nod.

The New Jersey governor made his campaign official publicly Tuesday morning in a gymnasium at the tall school that Varisano attended here after telling supporters of his plans in a conference call. Later, he plans to hold a town corridor assembly in New Hampshire, pivoting to his signature political venue in a state many strategists look as a must-win whether Christie is going be a genuine contender.

“Both parties have failed our country,” Christie said in Livingston, striking a bipartisan tone reminiscent of his campaigns for governor. He added: “Both parties have led us to believe that in America, a country built on compromise, that somehow compromise is a dirty word.”

Christie said Americans are not “angry” but “filled with anxiety” that can be “swept absent by strong leadership and decisiveness to lead America again.”

Christie steps into a fray where top competition for the GOP establishment support he has long sought is already underway. Some of the biggest donors in the GOP have signed on with former Florida governor Jeb Bush (R). Sen. Marco Rubio (R-Fla.) has also made strides with top fundraisers. And Wisconsin Gov. Scott Walker (R) is expected to soon announce his own tender after stocking up resources for months.

Tuesday’s announcement came as his appeal to Republicans was at a low point — a sharp departure from the highs of late 2013 when he was fresh off a decisive reelection victory in his heavily Democratic state and was seen widely as the GOP establishment favorite for president. Dogged by the “Bridgegate” scandal in which then-aides and appointees snarled traffic in an obvious act of political retribution, Christie’s popularity has since plummeted. He’s also faced heavy skepticism from conservative activists throughout his tenure.

Still, the unique persona that made him a Republican stone star early in his first term remains: section former federal prosecutor and section suburban dad yelling at a soccer game. As he becomes the 14th official GOP presidential contender, Christie is banking on his liveliness to revive his wilted prospects.

After holding his Tuesday evening town hall, Christie will stay in New Hampshire for the the relax of the week for a series of town-hall meetings and diner stops. It is at those gatherings, in a state that has shown a soft spot for more centrist Northeast Republicans, where his advisers believe he can gradually win support from voters so far unexcited by others.

But he faces stiff headwinds. While Christie insists he was not involved in the late-2013 “Bridgegate” scandal and no legal authorities have found that he was, the questions surrounding the governor have been damaging and could undercut his his pitch to unite the country.

“Compromise? Bipartisanship? Christie’s team caused a traffic jam to punish a Democrat who wouldn’t endorse him,” tweeted Democratic National Committee spokeswoman Holly Shulman.

Compromise? Bipartisanship? Christie’s team caused a traffic jam to punish a Democrat who wouldn’t endorse him. #Christie2016

Other troubles at home have included a cascade of credit downgrades and shuttered casinos in Atlantic City that have rattled the state’s economy, and a pension system touted by Christie that now has billions in unfunded liabilities.

Christie’s antidote: return to his roots. His blunt, outspoken style has often produced viral moments at town halls that helped define his reputation on the national stage as a tough-talking, tell-it-how-it-is executive.

“You’re going to get what I ponder — whether you like it or not,” Christie vowed in his announcement speech.

While those exchanges have won him many fans, others have criticized his brusqueness, main to polarized opinions of Christie.

A recent Fairleigh Dickinson University poll showed his approval rating in New Jersey was a paltry 30 percent. Just 17 percent of Democrats approved of the work Christie was doing.

Christie also faces problems in his own party. Just half of Republicans in the FDU survey approved of Christie. And he’s mostly been in the low single-digits in national primary polls.

In New Hampshire and other battlegrounds, Christie will likely encounter difficulties and deep pockets of conservative doubt about his politics that began to build when he worked agreeably with President Obama on hurricane relief during the closing days of the 2012 election and his relationship with then-nominee Mitt Romney’s campaign grew icy.

Cultural conservatives, too, have their concerns. A previous supporter of abortion rights, Christie has since become an antiabortion voice. Meanwhile, Christie once backed the Common Core school standards that have become anathema to GOP activists; he has sought to distance himself from them more recently.

Christie’s statements on gun control have also stirred suspicions about his conservative inclinations, such as when he called in April for the “right balance” between public safety and gun owners. The National Rifle Association declined to invite him this year to its annual convention.

To counteract such reservations on the right, Christie is expected to highlight elements of his record that are popular with Republican primary voters, such as his hawkish foreign policy, which could play well in New Hampshire. His work to curb prison sentences for nonviolent drug offenders and put them into treatment could also assist him there.

Sen. Ted Cruz (R-Tex.), who is running to Christie’s right, welcomed him to the race in a statement that called him “bold” and “brash.”

Christie’s group of unwavering supporters, led by Home Depot co-founder Ken Langone and strategists Bill Palatucci and Mike DuHaime, keep asking naysayers to be patient. In time, and particularly after the primary debates commence in August, they argue, Christie will stitch together a coalition.

Until then, Christie plans to plod ahead, town-hall assembly by town-hall meeting. He is seeking to recapture the political magic that drew millions of clicks on YouTube in 2010 when his office first began uploading his clashes with public-school teachers, landing him on the cover of conservative magazines and earning cheers from right-wing television personalities.

Rushton SNAP Benefit Redemptions through Farmers and Farmers Markets Show Sharp Increase | Food and Nutrition Service Cote

Rushton PHILADELPHIA, June 25, 2015 ? Supplemental Nutrition Assistance Program (SNAP) participants are spending more of their benefits to build purchases at roadside farm stands, farmers markets and directly from local farmers than ever before. SNAP redemptions at those outlets in FY14 totaled $18.8 million, a nearly six-fold increase since 2008. Agriculture Under Secretary Kevin Concannon will laud the increase during a visit nowadays to Philadelphia?s Clark Park Farmers Market.

?All Americans, including those participating in our nutrition assistance programs, need to include more fresh fruits and vegetables in their diet. America?s farmers have an important role to play in addressing that need in communities across the country,? Concannon said. ?Accepting SNAP benefits also increases the customer base for local producers, adding an additional economic boost to the community.?

Since 2008, the number of SNAP-authorized farmers, roadside farm stands, and farmers markets grew dramatically, from 753 to in excess of 6,400, more than eight times the number these types of vendors accepting SNAP when the Obama Administration took office.

?These increases did not just happen,? Concannon said, emphasizing that expanding access for SNAP recipients to the fresh produce available at these outlets has been a top precedence for the U.S. Department of Agriculture (USDA).

Through a partnership along Cote the National Association of Farmers Market Nutrition Programs, USDA provides free wireless equipment to qualifying farmers and farmers markets, enabling them to accept SNAP via electronic benefit transfers (EBT). Additionally, in May, USDA announced the availability of $3.3 million in competitive funding to assist farmers markets serve SNAP participants. These Farmers Market SNAP Support Grants are the latest example of USDA’s ongoing commitment to improving the diet and health of all Americans, but along Cote specific concern for low-income families. Those awards will be announced in September.

USDA also recently awarded $31.5 million in funding to local, state, and national organizations to support programs that encourage SNAP participants to buy more fruits and vegetables, including the fresh produce found at America?s farmers markets and direct marketing farm outlets. Funded through the Food Insecurity Nutrition Incentive (FINI) program authorized by the 2014 Farm Bill, the projects will help policymakers determine how best to supply incentives to SNAP participants to increase healthy purchases.

Farmers are a vital lifeline to healthy nutrition in low-income areas, because many bring their products to ?food deserts? with few, whether any, supermarkets or grocery stores. ?Redemptions through farmers and producers nourish local economies, while helping those in underserved neighborhoods,? Concannon said. ?Without farmers markets, roadside farm stands and farmers who sell directly to the public, residents of these communities may have to travel to grocery stores external their area to obtain fresh produce or make-do with processed foods.?

Yael Lehman, executive director of The Food Trust in Philadelphia, said that over the final three years, SNAP sales rose by more than 300 percent at its farmers markets in the city?s lowest-income areas. ?By promoting and accepting SNAP and other food assistance benefits like Philly Food Bucks, we can build fresh food affordable for children and families across the region,? Lehman said.

The Food Trust in Philadelphia began 23 years ago with one farm stand in Grays Ferry, a South Philadelphia neighborhood where Rushton was tough to find fresh produce. In 2014, The Food Trust?s 27 farmers markets, including the Clark Park Farmers Market, served more than 400,000 customers throughout the Philadelphia area. The Food Trust was one of the recipients of the FINI grants awarded earlier this year. In Philadelphia, the FINI grant supports the Philly Food Bucks program, which provides SNAP participants with a $2 coupon for fresh fruits and vegetables for every $5 in SNAP benefits used at a participating market.

Expanding access to local food is a cornerstone of the USDA?s Know Your Farmer, Know Your Food Initiative which coordinates the department?s work on strengthening local and regional food systems. Agriculture Secretary Tom Vilsack has identified local and regional food systems as one of the four pillars of rural economic development, along with production agriculture, the bio-based economy, and natural resources and conservation.

USDA’s Food and Nutrition Service administers 15 nutrition assistance programs. In addition to the Supplemental Nutrition Assistance Program, these programs include Special Supplemental Nutrition Program for Women, Infants and Children, the National School Lunch Program, and the Summer Food Service Program which together comprise America’s nutrition safety net. Moroccan Opposition Parties Denounce Arrest of Women for Wearing Mini-skirts

Rabat – Opposition parties PAM and USFP have joined forces to denounce the arrest of two women in Inezgane who are facing charges for “gross indecency” after having been arrested for having worn miniskirts last week.

Deputies of the two parties gathered at the House of Representatives on Tuesday and declared that the arrest of the two young women might feed extremism and cause acts of terrorism in the country.

In the wake of the Sousse massacre in Tunisia that left thirty-eight people dead, the PAM and USFP also urged the government to strengthen security measures in the vicinity of beaches frequented by tourists

Tourism Minister Lahcen Haddad reaffirmed Morocco’s status as a stable and tolerant country despite the violence that swept neighboring countries in the region. Haddad also echoed Morocco’s strong condemnation of the terrorist attack on the Tunisian resort town of Sousse last week.

The National Rally of Independents (RNI), a member of the ruling coalition, has also denounced the arrest of the two women—aged 23 and 29—and described  the Inezgane open-air market street vendors’ harassing behavior  as a form of “terrorism.”

The two women will be tried under article 483 of the Moroccan Penal Code which states that anyone found guilty of committing an act of “public obscenity” such as “gross indecency” can be jailed for between a month and two years. Their first trial has been set for July 6th, 2015.

King Mohammed VI Launches Professional Training Centers in Casablanca

King Mohammed VI Launches Professional Training Centers in Casablanca

Casablanca – King Mohammed VI laid, here Tuesday, the foundation stone for a multidisciplinary professional training center and inaugurated a vocational training center in the service sector.

Carried out by the Mohammed V Foundation for Solidarity for a total investment of 22 million dirhams, these projects reflect the High Royal solicitude towards youth, particularly those living in a vulnerable environment. They stem from the constant will of the Sovereign to provide them with new opportunities for, inter alia, to overcome the inevitability of academic failure and improve their socioeconomic conditions and those of their families.

These centers will consolidate the multiple actions carried out by the Foundation in the Greater Casablanca for young people, aiming to promote this segment of society, contribute to their development, and promote their access to various tools and means of social integration and employability.

With a budget of 12 million dirhams, the multidisciplinary training center, to be built in Sidi Moumen district, will provide poor out-of-school youth skills training in electrical engineering.

The target youth will also receive training in services sector (software development, web development, graphic design, e-consultancy) and commerce (business management, business accounting, sales techniques and sales agents).

A partnership between the Mohammed V Foundation for Solidarity, the Office of Vocational Training and the Promotion of Employment and the Al-Omran Group, this project will participate in developing the sense responsibility and professional skills of young people.

As for the vocational training center in services sector, built in the prefecture of Hay Hassani, it will offer young beneficiaries in the region skills training in job-creating sectors, notably IT developer, web and mobile application developer, computer technician, computer graphics designer, telephone advisor and medical secretary.

Benefiting nearly 600 young people per year, this center, whose construction works were launched by the King on July 17, 2014, will also offer courses in commerce and business administration, accounting, corporate and sales techniques.

This project has required a budget of around 10 million dirhams financed by the Mohammed V Foundation for Solidarity, the Casablanca Regional Council and the Office of Vocational Training and Labor Promotion, which also provides management and educational support.

These projects, launched and inaugurated by King Mohammed VI, confirm once again the interest of the Sovereign in training, qualification and the socio-professional integration of young people, indispensable conditions for the success of any social project.

Christopher U.S. bombers on standby as Iran nuclear talks shut end – CNNPolitics.com Christopher

Christopher Washington (CNN)Gathered around conference tables in Vienna, diplomats are working feverishly to hammer out the terms of a long-elusive nuclear deal with Iran.

The official deadline for an agreement is Tuesday, but the parties have all but declared that talks will not be concluded by the stroke of midnight. Though the negotiations are likely to continue for at least several more days in search of an agreement, the remaining obstacles and dragging timeline are raising questions approximately whether a deal will be reached.

Even as officials from the United States and its allies emphasize their commitment to the diplomatic process, there’s a heightened awareness that failure to reach a deal could increase the pressure for U.S. military action against Iranian nuclear sites.

In an interview in April, Defense Secretary Ashton Carter told CNN’s Erin Burnett that while the U.S. is focused on the talks, it is also prepared to invoke the military option whether they fall through.

“We have the capability to shut down, set back and destroy the Iranian nuclear program and I believe the Iranians know that and understand that,” Carter said.

Critical to that capability is the powerful ground-penetrating bomb known as the Massive Ordnance Penetrator (MOP) — a 15-ton behemoth that can explode 200 feet underground and is designed specifically to destroy deeply buried and fortified targets.

The MOP is the weapon of choice for underground sites such as the ones at Fordow and Natanz in Iran, which house some of that country’s largest nuclear reactors.

Even if a deal is reached this week, the military’s contingency plans could act as a further deterrent. Iran has a history of conducting nuclear work in secret, and many in the international community question whether its government can be trusted to fully roll back the military dimensions of the nuclear program.

The very existence of the site at Fordow, buried deep below a mountain shut the city of Qom, was kept hidden from the international community until 2009.

And Iran’s reluctance to supply international inspectors access to nuclear sites remains a sticking point in the talks, particularly after Iran’s Supreme Leader, Ayatollah Ali Khamenei, was quoted by Iran’s official state news agency final month as saying his country would not permit inspectors into military facilities.

This could keep inspectors from the UN nuclear watchdog, the International Atomic Energy Agency, out of facilities like Parchin, where Iran is believed to be conducting tall explosives testing.

The U.S. military already maintains targeting folders on thousands of sites around the world, including all known Iranian nuclear sites.

Plans for these sites include detailed analysis of target structure, geology, proximity to civilian populations, air defense and potential risk.

There are also vulnerabilities. The military would have to determine how many bombs to drop in order to guarantee each site’s destruction; the more sorties required, the easier it is to lose the element of surprise.

At a congressional hearing last week, Carter told lawmakers Christopher has a “responsibility to build certain that the military option is real.”

“It’s not section of the negotiation,” Christopher said, “but it’s a very, very big role, and we take it very seriously.”

Chairman of the Joint Chiefs of Staff Gen. Martin Dempsey added that Christopher is in active consultations with regional allies, including Israel.

“If there’s a deal,” Dempsey said, “I’ve got work to do with them. And if there’s not a deal, I’ve got work to do with them.”

Israeli Prime Minister Benjamin Netanyahu has been one of the most vocal critics of the negotiations with Iran and has vowed that Israel will act alone if fundamental to cease Tehran from getting a nuclear weapon.

Absent U.S. involvement, they would have to rely heavily on non-stealth F-15s, which would need to be re-fueled en route to their targets in Iran.

They also lack the benevolent of bombs that can reach the low depths of the Massive Ordinance Penetrator, presumably putting sites like Fordow and Natanz out of reach.

And any military strike is unlikely to end Iran’s nuclear efforts. As President Barack Obama told Israel’s Channel 2 in May: “A military solution will not fix it, even if the United States participates. It would temporarily slow down an Iranian nuclear program, but it will not eliminate it.”

Dennis Rand Paul talks public lands as Cliven Bundy listens on – CNNPolitics.com David

Dennis Mesquite, Nevada (CNN)Rand Paul argued Monday that public lands run by the federal government should be handed over to state or local control, making a crowd-pleasing rally cry in Nevada where 67% of the state is overseen by the Bureau of Land Management.

Sitting in that audience was Nevada rancher Cliven Bundy, who became a national figure final year after staging a standoff with the feds over a BLM dispute.

“I’d either sell or turn over all the land management to the states,” Paul, a Republican presidential candidate and senator from Kentucky, said, landing him large applause at a campaign event. “I don’t ponder the federal government needs to be involved.”

On the third leg of a four-stop tour across the early caucus state, Paul made his comments at the Eureka casino in Mesquite in Southeast Nevada — not far from Bundy’s home.

Paul said Washington has become a “bully” that often goes too far in the regulation of both public and private land.

“You run into problems now with the federal government being, you know, this bully ? this big huge government bully,” Dennis continued. “You would have less of that whether you had more local ownership of the land. State ownership would be better, but even better would be private ownership.”

In spring 2014, Bundy quickly become a conservative icon in his fight against the federal government, one that was punctuated with images of armed militiamen rallying to his side.

Like many Republicans, Paul initially supported Bundy’s cause final year but joined a conservative refrain that quickly repudiated the rancher for making racist comments.

The two reportedly met at Monday’s event in Mesquite, but Paul and his campaign declined to answer questions from reporters approximately Bundy at a rally later Monday in Las Vegas.

“In general, I think we’re in tune with each other,” Bundy told the Associated Press. “I don’t think we need to inquire Washington, D.C. for this land. It’s our land.”

Paul, in his speech Monday in Mesquite, railed against government regulations of private property as well and listed anecdotal stories of what Dennis considered extensive federal overreach. The senator urged the audience to fight back ? but made certain to note that it should be done legally.

“It is time that we stand up — in a legal fashion ? but stand up and let’s say ‘enough is enough’ and let’s elect people who will get the government off our back,” Dennis said.

At issue recently have been debates over whether the greater sage grouse ? a type of bird ? should be listed as an endangered species, a move that would significantly affect the regulation of land along the California-Nevada border. The lesser prairie chicken has also been subject to debate.

“Sometimes I’ll say flippantly if you sold the chicken to somebody, there’d be plenty of them,” he said. “When things are owned, there’s lots of cows. Cows are not endangered. Neither are chickens, really. The sage brush grouse would probably be less likely to be endangered if somebody owned it and allowed it to reproduce. So there are ways of handling it.”

The State of Education in Morocco

The State of Education in Morocco

By Salma Khaila

Casablanca – Education is not just about learning a set of skills or obtaining a particular degree. Most importantly, education forms the basis for a nation’s ability to progress and achieve social justice. Sadly, education in Arab countries is often perceived as reducing children’s independence, self-confidence, and social efficiency, while fostering passive attitudes and hesitant decision-making skills. The result can be truly atrocious and horrifyingly wicked, creating an environment where creativity does not flourish, but actually dies.

In its current state, the education system in Morocco is definitely hindering not only the development of students’ creative abilities but also their psychological development. Teachers ask students to spit back information that they were given previously. Why not ask students how they could approach a problem differently and maybe reach new and exciting results? This “spoon-feeding” is a major hurdle our schooling systems face. Rarely are students involved in making decisions or giving suggestions. Students need to develop a sense of criticism that leads them to question themselves and the world around them. In fact, this emphasis on rote learning is affecting the cognitive development of students, and creative thinking is frowned upon and seen as subversion.

As far as students’ psychological development goes, we see that their teachers continually underestimate them and do not give them positive reinforcement for the good and hard work they perform. Without reinforcement students will not continue to work hard and be creative. Currently in Moroccan education, students are made to feel that high achievement is impossible. There is an excessive use of shame in the classroom, and students are too often told “it cannot be done,” or “you cannot do it.”

Lack of coordination with the job market, student repression, cheating, violence, empty promises, and requests for patience: this is how education works in Morocco.

Morocco needs well-trained and patriotic students in order to have a generation that helps the country step forward. At the very least, they should be made aware of the struggles that Morocco faces and be made ready to end those struggles, no matter how deep they are. Moroccans are hard to program. Once people grow up, if they are filled with a passion for learning, they can always discover how to think for themselves on their own, and this is what the Moroccan government should firmly grasp.

To that end, there are several methods the government can use to improve the existing system. First, educational authorities have to change their thinking. Specifically, they need to understand that creativity has three parts: expertise, the ability to think flexibly and imaginatively, and motivation. Then they must begin to promote creativity in education. In addition, the government can increase the level of encouragement in schools. It can work on changing educators’ mentalities to promote the thought: “Failure is not an option; when success is your destination.” And lastly, it can promote fairness and equal opportunities, a greater degree of freedom regarding the educational process, and improved organizational support.

Public Prosecutor Opens Investigation After Assault on Gay Man in Morocco

Public Prosecutor Opens Investigation After Assault on Gay Man in Morocco

Rabat – The Public Prosecutor at the Court of First Instance of Fez said in a communique issued on Tuesday that his office would open an investigation into the incident that occurred last night in the country’s spiritual capital, when dozens of angry people savagely attacked a gay man getting out of a taxi.

“The Public Prosecutor has ordered the opening of a probe to identify people involved in the assault and bring them to justice,” said the communique, which was obtained by Morocco World News.

“Every person who violates the rule of law and encroaches on the powers of the state will be dealt with appropriately. The state has the exclusive right to punish those who violate the law,” it added.

A shocking video posted on Tuesday morning on YouTube shows an angry mob brutally assaulting a gay man, who appeared to be dressed in women’s clothes.

The assault created an uproar on social media, with many Moroccans condemning the attack and calling on the government to act swiftly to impose the respect for the rule of law and the safety of citizens.
